Q: Will this work for a dual 8 pin graphics card and still have connectors for other Needed connections like the motherboard?

Yes it has 2 6+2 connectors dedicated for graphics card, just fit them together into 8 pin configuration. Just make sure to check the power draw of the graphics card. 650W power supply is large enough to run up to a RTX 3070, some of the higher end cards may need the next larger power supply.

it does work with older atx i used it with a asrock 1706 mini mb

Q: this has the 4x4 2 main power connectors the new AMD X570 motherboards require?

The 4x4, 8 pin is for the cpu? Motherboard is 20 + 4, 24 pin atx. Not sure how the x570 is different. Evga sends so many cables for different applications you won't even use them all. I don't know why it wouldn't work.
